Europe has brought three of the internet's most influential services into the highest tier of oversight under the Digital Services Act, but it has not classified them in the same way. On 31 August 2026, the European Commission designated ChatGPT as a Very Large Online Search Engine (VLOSE), while Reddit and Roblox were designated as Very Large Online Platforms (VLOPs). The decision gives the services four months following notification to meet the additional obligations that apply to the EU's largest digital intermediaries.

The move, reported by NDTV Profit and confirmed in the European Commission's official announcement, follows declarations that each service reaches at least 45 million average monthly users in the European Union. That threshold is central to the DSA's enhanced supervision regime for very large platforms and search engines.

ChatGPT is regulated as search, Reddit and Roblox as platforms

The distinction between the three services is more than terminology. The Commission treats ChatGPT as an online search engine because the service can respond to user queries and search the web. Reddit and Roblox, by contrast, fall into the online-platform category because they enable users to publish and share content publicly. The regulatory architecture therefore reflects two different models of information access: one centered on finding and synthesizing information, and another centered on hosting and distributing user-generated content.

For the search industry, ChatGPT's VLOSE designation is especially consequential. It formalizes something that user behavior has already made increasingly clear: conversational AI is becoming part of the search market, even though its interface and retrieval architecture differ substantially from a conventional search engine. That makes accountability around algorithms increasingly difficult to separate from questions of information quality and visibility. In traditional web search, scrutiny has often focused on ranking, advertising, market power and content removal. The Commission has also made clear that it will continue monitoring the digital landscape and can designate additional services when they cross the relevant threshold.

The DSA framework gives regulators investigative and supervisory tools that go beyond ordinary consumer-protection rules. According to the reporting, the Commission will work with Ireland's Coimisiún na Meán in relation to ChatGPT and Reddit, while the Netherlands' Authority for Consumers and Markets is involved in oversight of Roblox. This combination of EU-level supervision and national regulatory coordination is designed to address services whose operations and risks cross borders.

Why the decision matters for AI Search and GEO

For SEO and Generative Engine Optimization professionals, the immediate effect is not a new optimization checklist. The DSA does not reveal how ChatGPT selects sources, nor does the VLOSE label create a public set of ranking factors. Its importance is more structural: AI-mediated discovery is now large enough in Europe to fall within the same enhanced regulatory framework that governs the most consequential online information services.

That strengthens the case for treating AI visibility as a durable discipline rather than a temporary marketing trend. Brands and publishers increasingly need to understand whether AI systems recognize their entities, retrieve their content, represent their claims accurately and cite their pages when generating answers. Those stages are not interchangeable. A source can be retrieved without receiving a visible citation, just as a brand can be recognized by a model without being recommended for a particular query.

The regulatory dimension may also increase pressure for clearer accountability around how information reaches users. For publishers, attribution is connected to traffic, authority and the economics of original reporting. For users, source transparency can help distinguish an unsupported generated statement from an answer grounded in identifiable evidence. For regulators, the concern is broader still: recommendation and retrieval systems operating at very large scale can influence access to information about elections, public safety, health, minors and fundamental rights.

Reddit and Roblox highlight the broader scope of the DSA

It would be a mistake to view the announcement only through an AI lens. Reddit's designation illustrates the continuing regulatory importance of community-driven information networks, where moderation, recommendation and user-generated content interact. Roblox highlights another dimension: large participatory digital environments in which safety, age-appropriate design and the protection of minors can be central concerns.

Putting all three services into enhanced DSA supervision on the same day shows how broad the modern information ecosystem has become. A conversational AI assistant, a network of public discussion communities and an immersive user-generated platform are technologically different products, yet each can reach tens of millions of Europeans and shape what they see, discover and experience online.

The next phase is compliance, not classification

The designation itself is only the beginning. The meaningful test will be how ChatGPT, Reddit and Roblox adapt their risk assessments, mitigation processes and accountability mechanisms during the compliance period, and how the Commission evaluates those measures afterward. The practical consequences will emerge through supervision rather than from the labels alone.

For the technology industry, however, the direction is already clear. Scale brings regulatory responsibility, and algorithmic systems are increasingly being treated as infrastructure with societal consequences rather than as invisible product features. ChatGPT's inclusion is particularly notable because it confirms that generative AI search is no longer sitting outside the regulatory categories built for online discovery.

The wider lesson for publishers, marketers and technology companies is that AI Search is entering a more mature phase. Visibility, retrieval and recommendation still matter commercially, but they now coexist with questions of transparency, systemic risk and accountability. As conversational systems become a primary gateway to online information, understanding how they select and present sources will matter not only for GEO performance, but for the regulatory future of search itself.
